![]() Cats left on the loose could be considered stray. This is an important opportunity to remind cat owners that the City of Kettering has an ordinance that cats can not be allowed to roam or be loose outdoors. If and when SICSA once again has room at their facility, an attempt will be made to re-secure the cat and take it to SICSA for adoption. In these cases, the cat will have an ear clipped as a form of identification that they have been spayed or neutered and will be returned and released to the original location of trapping. It may be the case that on occasion SICSA’s facilities do not have room to accept another stray cat for adoption. If the cat is healthy and friendly, SICSA will place the cat up for adoption. The cat will then be taken to SICSA to be spayed or neutered. When the Kettering Police Department receives a report of a stray cat the Community Services Officer will locate and trap the cat. The ultimate goal of the new management process is to ensure that, if at all possible, cats are well cared for and placed up for adoption to a loving home. SICSA, the Society for the Improvement of Conditions for Stray Animals, will serve as our partner in this new process. Previously, the Kettering Police Department Community Services Officer would take reports of stray cats, locate and trap the cats, and then take them to the ARC.Īs soon as the city was notified of the operational changes at the ARC, we reached out to animal welfare partners to develop a solution that is in the best interest of the cats and our neighborhoods. The Montgomery County Animal Resource Center changed their operations and no longer accepts stray cats. Kettering City Council approved the ordinance at their March 12 meeting. Responsible pet ownership, as always, is the key to keeping the peace between neighbors.The City of Kettering has a new procedure for managing stray cats. ![]() If you own a cat, please remember that no one loves your pet as much as you do, and that you are responsible for your pet's behavior and any damage to a neighbor's property. ![]() Cats are wonderful pets, and they do provide valuable pest control services for our beautiful city. Because of this, the City of West University Place's Animal Control Division does not pick up and shelter cats simply because they are loose outside or in someone else's yard. There isn't a leash law that pertains to cats, and cats are not restricted by law to stay on their owner's property. Please do this only after making a reasonable attempt to determine if the cat already has an owner that lives around you. The deposit is refunded once the trap is returned in clean and working condition. If there is a cat hanging around your yard, and it isn't wearing any tags, and you have made arrangements with a humane agency, residents may borrow a trap for a $75 deposit. Under state and city law, this will make you a "harborer" (i.e., you are now the cat's owner), and you can expect them to adopt you. Please do not just feed any cat that you see in your neighborhood. They also often move in a more upright stance. Stray cats are more likely to carry their tail uprightin cat body language, this indicates an openness to be approached. They are nocturnal hunters that have learned through hard experience not to trust human beings. Feral cats typically move in stealth mode with their body crouched low to the ground, tail down, and eyes rapidly scanning the surroundings. Stray and feral cats will not just hang around in your backyard. More often than not, the cat in question is being fed, usually by several people on the street, without anyone taking responsibility for the animal or transporting it to a shelter out of fear that the animal will be euthanized. ![]() And while the estimated number of stray and feral cats in the United States is in the tens of millions, the number of truly "stray" cats in the City of West University Place is considerably less. West University Place's Animal Control Division periodically receives a call regarding a "stray" cat in a citizen's yard.
